Unlike the ships and trains, however, airships were still mostly in experimental stages of development. Thus decisions about each airship unit or programme generated ﬁnancial apprehensions of great cost and risk. Where government agencies were airship purchasers, each stage of planning, ﬁnancing, and construction elicited much formal political attention. No airship enterprise or nation escaped these circumstances. With the exception of its earlier wartime activities, Luftschiffbau Zeppelin wrestled with its development, always close to the brink of insolvency until 1935, when the Nazis politically hijacked the zeppelin while giving it ﬁnancial lifeblood.
